Community Empowerment and Learning Journal (CELJ) is a peer-reviewed, open-access journal dedicated to disseminating high-quality scholarly works in the field of community engagement, community empowerment, and service-learning. Published by Kadewa Bakti Cendekia, CELJ provides a multidisciplinary platform for academics, researchers, educators, healthcare professionals, practitioners, government agencies, non-governmental organizations, and community development stakeholders to publish evidence-based community service activities, innovative empowerment programs, and sustainable development initiatives that generate measurable benefits for society.
The journal welcomes manuscripts that demonstrate the application of scientific knowledge, technology, innovation, and professional expertise to address community needs, strengthen local capacities, improve quality of life, and promote sustainable social transformation through collaborative and participatory approaches.
The journal publishes manuscripts in, but is not limited to, the following areas:
CELJ accepts manuscripts written in English and Bahasa Indonesia to encourage broad participation from national and international contributors while promoting inclusive scholarly communication in community engagement and empowerment.
The journal encourages submissions that emphasize innovation, community participation, measurable impact, sustainability, and the potential for replication in diverse community settings. CELJ is committed to advancing evidence-based community service practices, strengthening university–community partnerships, and supporting the achievement of sustainable development through meaningful community engagement.
CELJ follows a gold open-access publishing model, ensuring that all published articles are freely accessible without subscription or access fees. Authors retain the copyright of their published work while granting CELJ the right of first publication. All articles are published under the Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) license. Currently, CELJ does not charge Article Processing Charges (APCs).
CELJ applies a rigorous double-blind peer review process. Every manuscript undergoes an initial editorial screening followed by evaluation by at least two independent reviewers with expertise relevant to the manuscript's subject area. The journal is committed to maintaining high standards of publication ethics, transparency, and academic integrity in accordance with the principles and Core Practices of the Committee on Publication Ethics (COPE).
CELJ is committed to ensuring the long-term accessibility and preservation of its published content through the LOCKSS digital preservation system. Additional preservation services may be adopted as the journal continues to strengthen its digital publishing infrastructure.
CELJ continuously strives to enhance the visibility, accessibility, discoverability, and scholarly impact of published articles through inclusion in reputable national and international indexing and abstracting services.
CELJ is published and managed by Kadewa Bakti Cendekia, an academic publisher committed to advancing scholarly communication and promoting high-quality publications in community engagement, empowerment, and sustainable development. The journal operates with full editorial independence.
Personal data collected by CELJ, including author names, institutional affiliations, and contact information, are used solely for editorial management and publication purposes and are handled in accordance with applicable privacy and data protection regulations.
