Community Empowerment and Learning Journal (CELJ) upholds the principle of open-access publishing by eliminating financial barriers for authors and readers. There are no article processing charges (APCs), submission fees, or publication fees for manuscripts published in CELJ. Authors are not required to pay any fees during the entire process of submission, peer review, editorial decision-making, or publication.
All publication-related expenses, including editorial management, peer-review coordination, digital archiving, and web hosting, are fully supported by the Kadewaguru Foundation as part of its ongoing commitment to promoting community development and education through scholarly dissemination.
Through this policy, CELJ aims to ensure equitable access and opportunity for researchers, educators, and practitioners worldwide, regardless of institutional or financial background, thereby fostering inclusive knowledge exchange and global visibility in community empowerment and lifelong learning.
